Abstract: With the progressive development in the area of wireless communication system and mobile networking, the importance of handover mechanism is ever increasing. In this respect, vertical handover system plays an essential mechanism to allow uninterrupted communication between the mobile users via the network device. Till last decades, there has been various research works being carried out towards improving the handover performance. After reviewing the existing system, it was found that existing system doesn t address some of the potential problems associated with vertical handover mechanism considering heterogeneous network i) Authentication latency, ii) Precise resource quantification, and iii) Uninterrupted service / Data relaying. Therefore, the proposed work addresses these unsolved problems by introducing a novel framework capable for offering faster, efficient, and optimized performance of vertical handover considering the case study of heterogeneous wireless network. The complete work introduces an integrated mechanism using three modular contributions. The first contribution of proposed system is that it introduces a framework to reduce authentication latency where an external agent is introduced for assisting in authentication operation considering heterogeneous network. The second contribution of the proposed system is its framework for its precise resource identification that is required for ensuring that there is always an allocation of effective resource during dynamic state of communication. The framework is also capable of computing the state of saturation of the memory factor that potentially assists in dynamic scheduling process during vertical handover. A probability theory is used as a backbone of the proposed modelling for developing the logical part of the system. The third contribution of the proposed system is its framework for incorporating the seamless communication using public key cryptography and develops a network graph system for offering the accessibility control. It also uses a hashing-based scheme that offers faster authentication that directly assists in accessing the resources in heterogeneous network over vertical handover. The study outcome of the proposed system is benchmarked with existing system that is found to offer highly reduced network delay, reduced encryption-decryption time, increased throughput, reduced queue length, etc. Therefore, the proposed system offers a simplified form of vertical handover framework where three set of integrated techniques has been introduced to prove its practical implementation over heterogeneous network.
